Most rentals in Rwanda use a full-to-full policy: you receive the car with a full tank and return it full. You pay only for the fuel you actually use. This is the fairest system and avoids inflated refuelling charges.
What fuel costs
Fuel is sold by the litre and prices are set nationally, so they're consistent across stations. SUVs and 4x4s use more fuel than sedans, especially on hilly terrain — factor this into your budget for long trips.
