    International Driving Permit for Rwanda: Do You Need One?

    A clear answer on whether foreign visitors need an International Driving Permit to rent and drive a car in Rwanda, which licences are accepted, and what documents to bring.

    This is the single most common question we get from travelers before they book car hire in Rwanda. The short answer: most visitors do not strictly need an International Driving Permit, but some do, and carrying one is never a bad idea. Here is the detail.

    The basic rule

    Rwanda accepts a valid foreign driving licence from a visitor for short stays. The deciding factor is the language on the licence. If your licence is printed in English or French, the two working languages of Rwandan administration, it can normally be presented on its own. If it is printed in any other script or language, you must carry an International Driving Permit, which is essentially a standardised translation, together with the original licence.

    Licences that usually need no IDP

    United States, United Kingdom, Ireland, Canada, Australia, New Zealand, South Africa, India, Kenya, Uganda, Tanzania, Nigeria, Ghana, Singapore, Malaysia, the Philippines and most Gulf states issue licences in English. French licences and those from francophone Africa are also readily understood.

    Licences that should be paired with an IDP

    Licences printed only in German, Dutch, Spanish, Italian, Portuguese, Polish, Mandarin, Japanese, Korean, Thai, Russian or Arabic script should be accompanied by an IDP. It costs very little at home and removes any ambiguity at a police check.

    When an IDP is genuinely worth having

    • You plan to cross a border. If you are driving into Uganda, Tanzania or Burundi, border officials and the police on the other side apply their own rules. An IDP smooths this considerably.
    • Your stay is long. Visitors staying several months, including expats and NGO staff, should look at converting to a Rwandan licence rather than relying indefinitely on a foreign one.
    • Your licence is a paper or non standard format. A card licence with a photo is understood instantly. Older paper formats are not.

    How to get an International Driving Permit

    You must obtain it in the country that issued your licence, before you travel. It cannot be issued in Rwanda. In the US, AAA and AATA issue them. In the UK, the Post Office does. Most European countries issue them through their national motoring association. It typically takes minutes over the counter with a passport photo, your licence and a small fee, and it is valid for one year. An IDP is never valid on its own, it must be shown with your actual licence.

    2. An International Driving Permit, if your licence is not in English or French.
    3. Your passport, with a valid Rwandan entry stamp or visa.
    4. A payment method for the deposit and balance.

    What about the minimum age?

    We normally expect drivers to be 23 or older and to have held a licence for one to two years. If you fall outside that, tell us at enquiry stage rather than on arrival, and we will confirm what we can do.

    Frequently asked questions

    Can I get an International Driving Permit in Kigali?

    No. An IDP must be issued by an authorised body in the country that issued your driving licence, and it must be obtained before you travel.

    Is a digital or app based licence accepted?

    Bring the physical card. Digital licences are not reliably accepted at a roadside check in Rwanda.

    What happens if I am stopped by traffic police?

    Rwandan traffic police are professional and routine checks are common and undramatic. Present your licence, IDP if you have one, and the vehicle papers which live in the car. Stay calm and polite and it takes a minute.

    Do I need an IDP if I hire a car with a driver?

    No. If you book chauffeur driven car hire the driver's Rwandan licence is what matters, and you need no driving documents at all.
