Cross Border Car Rental From Rwanda: Uganda and Tanzania
What you need to take a Rwandan rental car across the border: permission letters, COMESA insurance, temporary import papers, road tolls, and the driving side change that catches people out.
Taking a rental car out of Rwanda is entirely possible and thousands of travelers do it every year, most commonly to combine Rwandan gorillas with Uganda's Bwindi or Queen Elizabeth. What it is not is spontaneous. The paperwork must be prepared in advance, so tell us at booking rather than the day before.
What we prepare for you
1. A cross border authorisation letter
A signed letter from the vehicle owner, meaning us, permitting you to take that specific vehicle out of the country, naming you as driver and stating the dates and destination countries. Border officials will ask for this. Without it you will not cross.
2. Extended regional insurance
Your Rwandan comprehensive cover stops at the border. You need a COMESA Yellow Card or an equivalent regional policy that covers the countries you are entering. We arrange this and it carries a fee, which depends on the countries and duration.
3. Vehicle registration and ownership documents
The original or certified copies travel in the car. Border posts check them against the authorisation letter.
What you handle at the border
- Your own visa or entry permit. Consider the East Africa Tourist Visa, which covers Rwanda, Uganda and Kenya on one document and is excellent value if your route includes them.
- Temporary import of the vehicle, processed at the customs desk on entry. Keep the paper you are given, you surrender it on exit.
- Road user charges and fuel levies, payable in the entering country, commonly in Uganda and Tanzania.
- Third party insurance for the entering country if the Yellow Card does not fully cover it. This is sold at the border.
The main crossings
To Uganda
Gatuna/Katuna in the north on the main Kampala road, and Cyanika near Musanze, which is the fast route to Kisoro and Bwindi for gorilla trekking. To Tanzania
Rusumo in the southeast, the route towards Kahama and onward to the northern safari circuit. Long drives, so plan overnight stops.
To Burundi
Nemba and Ruhwa. Check current advisories and conditions before planning this route.
The driving side trap
Rwanda drives on the right. Uganda, Tanzania, Kenya and Burundi drive on the left. You switch sides the moment you clear the border post, after a week of training yourself into the opposite habit. This is exactly when mistakes happen.
Stop after the barrier. Take a minute. Say out loud which side you are now on, and drive the first kilometre deliberately. Roundabouts reverse direction too. Our full guide is driving on the right in Rwanda.
Practical planning
- Give us at least a few days' notice, ideally at booking. Insurance and letters take time.
- Cross early in the day. Border formalities take an hour or more and you do not want to be finishing them at dusk.
- Carry cash in USD and small amounts of local currency for fees.
- Take a 4x4. Roads on the other side of the border are frequently rougher than Rwanda's.
- Confirm the drop off country. A rental taken out of Rwanda normally comes back to Rwanda. One way international drop offs are a different arrangement entirely.
- Expect no mobile data initially. Buy a local SIM after crossing, or an East Africa roaming bundle before you go.
