Can tourists self drive in Rwanda?
Yes, and it is straightforward. Rwanda is widely regarded as one of the easiest and safest countries in Africa for a visitor to drive in. There are no convoy requirements, no restricted zones for tourists, and self driving is permitted in the national parks including Akagera.
What you need to rent a car
- A valid driving licence, held one to two years. If it is not in English or French, add an International Driving Permit.
- Your passport.
- Normally to be 23 or older.
- A deposit to reserve, with the balance at collection.

Choosing the vehicle
This is the decision that most affects your trip.
- Tarmac routes and Kigali: a compact SUV such as a Toyota RAV4.
- Typical tourist circuit including Volcanoes: a Toyota Prado.
- Akagera, camping or large groups: a Land Cruiser, with a pop up roof if wildlife is the focus.
- Rainy season on any unpaved road: low range four wheel drive, without exception.

Rwandan road rules you must know
- Drive on the right, in left hand drive vehicles. Visitors from the UK, India, Japan, Kenya and similar should read our guide to switching sides.
- Speed limits are typically 40 to 60 km/h in built up areas and 80 km/h on open roads, camera enforced.
- Seat belts are compulsory for all occupants.
- Handheld phone use while driving is prohibited.
- Drink driving enforcement is strict with roadside testing. Treat the limit as zero.
- Police checkpoints are routine. Carry your licence and the vehicle documents.
- Give way to traffic already on a roundabout, approaching from your left.

Road conditions, realistically
The paved network between Kigali, Musanze, Rubavu, Huye, Nyagatare and Rusizi is genuinely good. What slows you is topography: constant curves through hills mean average speeds well below what the distance suggests. Budget two to three hours Kigali to Musanze, about three and a half to Rubavu, and around two and a half to the Akagera gate.
